Rule No. 15 of the Ministry of Construction and Architecture: easier certification requirements
Rule No. 15 of the Ministry of Construction and Architecture of March 23, 2018 has taken effect on April 12, 2018. It offers easier qualifying requirements to construction activities participants.
In particular, it prescribes easier requirements for obtaining a general contractor’s compliance certificate of categories 1 and 2 (construction projects of complexity classes 1 to 4).

As the table shows, the new Rule prescribes easier requirements to fixed assets and workforce for contractors’ and general contractors’ certificates of complexity classes 1 & 2.
The Rule provides for an easier environment of the Belarusian construction business and a better competition conditions in the Belarusian construction market.
In particular, the new provisions will enable certificated construction companies to optimize their headcount and personnel costs.
Moreover, applying companies will face easier requirements which will inevitably boost the number of market participants.
