Special Technical Requirements: new rules
The Ministry of Architecture and Construction adopted Resolution No. 73 of 26 June 2025 “On approving the Instruction on the procedure for the development, approval and formalisation of Special Technical Conditions”.
What matters?
A single procedure has been established for the preparation, approval and formalisation of Special Technical Conditions (STC) for non-standard construction projects.
The Instruction provides for:
- the elements (substantive content of the requirements) of STC;
- development of STC may be carried out only by organisations from the approved list (Minskproyekt, Stroytekhnorm, NIPTIS, etc.);
- the client is obliged to conclude a contract with such an organisation and to prepare the terms of reference in the prescribed form;
- STC shall include requirements on safety, energy efficiency, fire protection, accessibility, environmental protection and other matters;
- the period of validity depends on the content: either for the period of design and construction or for the entire service life of the facility.
The document enters into force on 4 October 2025.
