Executive committees in Belarus to coordinate key personnel and organizational decisions
On March 1, 2025, the Decree of the President of the Republic of Belarus of February 21, 2025 No 74 "On Strengthening the Role of the Chairmen of the Executive Committees of the Basic Level in the Development of Regions" comes into force.
The decree introduces important innovations in the field of coordination of a number of decisions related to labor and organizational relations in organizations located in the territory of responsibility of certain executive committees.
In particular, the chairmen of the executive committees of districts, cities (including cities of regional subordination) now receive the authority to approve candidates for the positions of heads of organizations, their branches and other separate subdivisions located in the relevant territory.
It should be noted that this right to approve the candidacies of candidates does not apply to all organizations, but only to those that will be included by the relevant executive committee in a special list.
Also, the executive committees are authorized to coordinate decisions concerning:
- suspension of the activities of organizations in the cities of regional subordination (for example, these are such cities as Soligorsk, Vitebsk, Novopolotsk, Gomel, etc.), as well as in districts, their branches or other subdivisions located in the corresponding regions;
- transfer of more than 25% of employees of such organizations to part-time work;
- provision of leave to more than 25% of employees of such organizations without retention or with partial retention of wages at the initiative of the employer.
These measures are aimed at strengthening control over the economic situation in the regions and improving interaction between government agencies and business. At the same time, the procedure for carrying out such approvals is not provided for by the above-mentioned decree, but, we believe, it will be clarified within the framework of other regulatory legal acts.
