Updated ban on the movement of foreign vehicles across the territory of Belarus

As of 2 November 2025, new, stricter restrictions on transit and carriage through the Republic of Belarus have entered into force. The Resolution of the Council of Ministers of 31 October 2025 No. 599 “On the application of a special restrictive measure” establishes a ban on the use of the territory of the Republic of Belarus for the movement of certain categories of vehicles.

Similar prohibitions were set out in the previously effective Resolution of the Council of Ministers of 22 April 2022 No. 247 “On the movement of vehicles”, which, among other things, established the following:

A ban on movement across the territory of the Republic of Belarus of:

  • lorries and tractor units registered in the EU Member States;
  • trailers (including semi-trailers) registered in the Republic of Poland;
  • passenger cars registered in the Republic of Poland engaged in international carriage;

Cases where the ban did not apply,

  • in particular, the movement of vehicles from road border crossing points to specially designated locations for cargo operations, re-coupling, refuelling, and back;

Categories of goods and vehicles to which the ban did not apply,

  • including postal consignments, humanitarian aid, finished medicinal products and others;

The list of road border crossing points and their corresponding specially designated locations for cargo operations, re-coupling, and refuelling.

Resolution No. 599 has generally maintained the previously existing prohibitions, expanding them by introducing a ban on the movement across the territory of Belarus of vehicles registered in the Republic of Lithuania, namely:

  • lorries and tractor units, except those travelling from road border crossing points located only on the Belarus–Lithuania section of the State Border of the Republic of Belarus to their corresponding specially designated locations for cargo operations, re-coupling, refuelling, and back;
  • trailers (including semi-trailers), except those travelling from road border crossing points located only on the Belarus–Lithuania section of the State Border of the Republic of Belarus into and back from the territory of Belarus.

Thus, as of now, freight vehicles registered in Lithuania, not falling under the specified exceptions, are prohibited from entering the territory of Belarus through the Belarus–Poland and Belarus–Latvia sections of the State Border of the Republic of Belarus.

Practical result:

If your cargo is transported by a Lithuanian carrier, routes through Poland and Latvia are now blocked. This entails the risk of delays, downtime, and additional costs related to reloading/re-coupling or a complete revision of logistical routes.

Resolution No. 599 remains in effect until 31 December 2027.

These new restrictions affect supply chains of companies operating with the European Union.
