New rules for obtaining building permits: what has changed and how timelines have been reduced

The Government has adopted Resolution No. 735 dated 18 December 2025, approving new rules for the preparation and issuance of permitting documentation in the construction sector.

The document significantly changes the procedure for obtaining permits and shortens administrative timelines.

What has changed?

1. A new Regulation on the procedure for preparing and issuing permitting documentation has been approved.
It governs the rules for obtaining permits:

• for construction both where a land plot is being granted and where a land plot has already been granted;
• for the installation of charging stations;
• for the demolition of capital construction projects;
• and in other cases provided for by law.

2. Changes have been introduced to administrative procedures:

The time limits for obtaining permitting documentation have been reduced:

• to 15 working days — for all projects (from the moment the documents are received);
• to 10 working days — for charging stations.

A new administrative procedure has been introduced.

A separate procedure is now provided for making amendments to previously issued permitting documentation, including with respect to:

• the preparation of an architectural and planning assignment and/or a site layout plan for the facility (or the introduction of amendments thereto);
• obtaining new technical specifications and technical requirements.

When do the new rules enter into force?

The new rules for obtaining construction permits enter into force on 24 December 2025.

At the same time, Resolution of the Council of Ministers No. 223 dated 20 February 2007 (as amended) is deemed to have lapsed.

What this means in practice

Procedures for obtaining permits become faster and more predictable;

• It becomes possible to officially amend permits that have already been issued without repeating all procedural stages;
• Projects involving the installation of charging stations benefit from an accelerated administrative regime.
