On March 28, 2018 Decree No. 8 “On Development of Digital Economy” has legalized particular types of activities associated with digital assets:
- mining;
- ICO organizers activity;
- cryptographic platform operators activity;
- cryptocurrency exchange operators activity;
- other activities with the use of tokens, including those containing signs of professional and exchange activities on securities, investment fund activities, securitization, as well as operations on creation and placement of own digital tokens.
Companies are entitled to carry out those activities only when they are a resident of the High Tech Park. In November 2018, HTP Supervisory Council enacted special regulations in regard to the HTP residents’ activity with digital assets, that contain requirements for applicants and HTP residents who submitted for the HTP registration business plans with types of activities associated with the use of digital assets.
The HTP enacted the following regulations:
- Regulations on the requirements to be met by certain applicants for their registration as residents of the High Technologies Park;
- Regulations on the requirements for the internal control rules of residents of the High Technologies Park;
- Regulations on the activity of a crypto platform operator;
- Regulations on the activity of a cryptocurrency exchange office operator;
- Regulations on provision of services related to the creation and placement of digital tokens (tokens) and carrying out of operations on the creation and placement of own digital tokens (tokens).
