The Government of Belarus has expanded the scope for applying simplified construction procedures. Under Resolution No. 438 dated 31 August 2026, sector-specific restrictions on the inclusion of projects in regional lists of priority projects have been removed.

By way of background, local executive committees are authorised to establish regional lists of projects requiring priority construction for the socio-economic development of the relevant region.

Inclusion of a project in such a list allows the application of benefits provided for by Decree No. 266 dated 2 July 2025, including:

• a simplified procedure for preparing project documentation;
• parallel design and construction;
• exemption from compensation for losses to agricultural and forestry production; and
• other measures.

What Projects Are Now Eligible for the Simplified Procedure

Previously, regional lists could include only industrial and social infrastructure projects.

Resolution No. 438 removes this restriction. Projects of any purpose may now be considered for inclusion in a regional list. This may include, for example, logistics complexes, warehouses, office or retail buildings, and hotels.

The key requirement remains unchanged: the local executive committee must recognise the project as important for the socio-economic development of the relevant region.

Shorter Application Review Periods

To have a project included in a regional list, the developer must submit an application to the local executive committee at the place where the project is to be implemented. The application must contain information on the project, including the construction timeline and cost.

The Resolution also shortens the time limits for reviewing applications and making decisions:

• the application review period has been reduced from 10 to 5 working days;
• the period for deciding whether to include or refuse to include a project in the regional list has been reduced from 6 to 5 working days.

Resolution No. 438 entered into force on 4 September 2026.
