From 4 October 2025, trade mark fees in the Russian Federation will increase

The Government of the Russian Federation has approved amendments to the Regulation on Fees.

From 4 October 2025, fees will increase for:

• Examination of an application for registration of a trade mark in the Russian Federation;
• Renewal of a trade mark.

Key change: the “per-item” tariff

For the first time in Russia, a per-item charging principle is introduced for the list of goods and services within a single class of the Nice Classification (NCL – МКТУ).

Bottom line: Examination of trade mark applications will become sharply more expensive for applicants who have traditionally used extensive, “reserve” lists of goods.

Global context (brief comparison)

This approach is not unique; it is already applied, for example, in China.

However, in a number of jurisdictions (such as Belarus, the EU, and the USA), the fee is still calculated solely by the number of classes, without regard to internal items.

Recommendations and benefits for applicants

This new approach, in our view, requires immediate adaptation of business processes.

1. Selectivity: We now strongly recommend taking a highly selective approach to classification. Include only those items in the list that you genuinely need for your business, without claiming “spare” or superfluous goods.
2. Savings: This will make it possible to significantly reduce official fee costs.
3. Acceleration: More focused applications will ease the workload of FIPS examiners and are expected to shorten examination timeframes.
