For priority facilities — a special procedure for applying benefits

Resolution No. 549 of the Council of Ministers dated 2 October 2025

The Resolution establishes the procedure by which regional executive committees and the Minsk City Executive Committee will compile lists of facilities eligible for the benefits provided by Presidential Decree No. 266.

What has been regulated

A uniform procedure has now been defined for recognising facilities as requiring priority construction and for including them in regional lists. Such facilities may be constructed under the simplified procedures stipulated by Presidential Decree No. 266.

Which facilities are considered priority ones

The following facilities are regarded as priority:

• those constructed pursuant to instructions of the President or the Government;
• those necessary to ensure national security or to alleviate social tensions;
• those implemented within the framework of investment projects.

How to be included in the list

1. The developer (customer) submits an application to the executive committee at the location of the project;
2. The application must specify details of the facility, construction timelines, and estimated cost;
3. The application is reviewed within 10 working days, and a decision on inclusion in the list is made within 6 days thereafter.

What inclusion provides

Facilities included in the list may be granted “special conditions”, such as:

• a reduced scope of pre-design documentation;
• the possibility of parallel design and construction;
• expert support;
• procurement from state-owned enterprises through a single-source procedure, and other preferential measures.

Entry into force

The Resolution entered into force on 5 October 2025.
